Is Community College Free in California?
For many students, yes. California community colleges charge a statewide enrollment fee of $46 per unit, so a full-time year of 30 units costs $1,380 before any aid. The California College Promise Grant waives that fee for students who qualify, and local Promise programs waive it for many recent high school graduates.
“Free” usually means free enrollment fees, not a free education. Other costs remain, and for students who don’t live at home, living costs are far bigger than tuition.
What Is the California College Promise Grant?
The California College Promise Grant waives the $46-per-unit enrollment fee at any California community college. It used to be called the Board of Governors (BOG) Fee Waiver. It’s available to California residents and to students who qualify for in-state tuition under AB 540. If you already paid your fees and are later awarded the CCPG, you can get a refund.
Who Qualifies for the CCPG?
You can qualify in one of three general ways:
- Public benefits: You or your family receive certain cash assistance, such as CalWORKs/TANF, SSI/SSP or General Assistance.
- Income: Your household income in the base year is at or below 150% of the federal poverty guideline (see the table below).
- Financial need: Your FAFSA or California Dream Act Application shows enough unmet need. At Shasta College, for example, that means at least $1,104 in need.

You can apply with the FAFSA or California Dream Act Application, which also considers you for Pell Grants and Cal Grants, or with the separate CCPG application on CCCApply. Filing the FAFSA or CADAA is usually the better choice because it can qualify you for aid that helps with living costs too.
Local Promise Programs
Many California community colleges also run their own Promise programs, supported by state California College Promise funding and local donors. These often waive enrollment fees for first-time, full-time students who recently finished high school, regardless of income, and some add book vouchers or other support. Santa Monica College, for example, offers two free years through the SMC Promise to recent high school graduates who qualify. Rules differ by college, so check with your school’s financial aid or Promise office.

What Costs Aren’t Covered?
Even with the CCPG, you’ll usually still pay campus fees such as a health fee, student center fee and material fees, plus a parking permit if you drive. Books and supplies, a computer, transportation, housing and food aren’t covered.
Those costs add up. Federal data puts the total cost of a year at Orange Coast College at $8,230 for a student living with family and $32,708 for a student living off campus in 2024-25, even though tuition and fees are only $1,392. Pell Grants, Cal Grants and campus grants can help with those expenses.
